The short version

The RTA rules still apply everywhere. These by-laws add a licence on top, and five of them add payments to the tenant. In London, Guelph and Ottawa, get the building permit before you serve the N13.

Questions

Toronto, Hamilton, Mississauga, London, Waterloo, Guelph and Chatham-Kent apply now. Ottawa starts January 1, 2027. Kitchener has approved one but has not published a start date.
Within 7 days of giving the N13, in every city whose by-law is in force.
In London, Guelph and Ottawa, yes. Elsewhere you can serve first, but the licence application needs the permit.
Yes. City payments are on top of it: 3 months of rent in a building with 5 or more units, 1 month with fewer, or another unit the tenant accepts.
You can be fined, and some cities will not let the work start without the licence. Toronto, Mississauga, Waterloo and Chatham-Kent allow fines of up to $100,000.
Only the RTA rules, for now. As of November 2, 2026, Windsor, Burlington, Barrie, Cambridge, Kingston and Brampton had no renoviction by-law. Check your city’s website before you serve.
